The notification regulations require that only directional LED lamps and directed fluorescent lamps whose energy efficiency index is 0.2 or more can enter the EU market , which has increased by 2.5 times over previous energy efficiency requirements , and is 2.2 times over China current national standards, a direct result of the production costs of outdoor LED flood light and other commercial and household LED lights enhance more than 20% in accordance with the energy efficiency requirement，which will bring additional costs at over 20 billion yuan to Guangdong ‘s LED business.

In addition to energy efficiency requirements，there are increasingly demanding on testing procedures and assessment and market surveillance requirements to directional lights and LED lighting products entering the country, which is bringing huge cost of testing costs.
